Big data y toma de decisiones en el sector público peruano

The implementation of Big Data in Peruvian public administration faces various barriers and challenges that hinder its effective adoption. Despite the potential this technology offers to improve efficiency and decision-making in the public sector, its integration is hampered by problems such as insufficient technological infrastructure, lack of staff training, organizational resistance to change, and concerns about data security and privacy. This study aims to analyze the main barriers limiting the implementation of Big Data in Peruvian public administration and offer recommendations for improving its adoption. To this end, a quantitative methodology was employed, using surveys administered to public officials to obtain empirical data on the perceptions and obstacles they face in the implementation process. The results reveal that, although some progress has been made, limitations in technological infrastructure and the lack of clear and coordinated public policies continue to be the main obstacles. Likewise, it was evident that a lack of data management skills and distrust in Big Data-based decision-making processes are key factors hindering its adoption. In conclusion, it is essential for the Peruvian government to invest in technological modernization, promote staff training, and develop a regulatory framework that guarantees data protection. Furthermore, collaboration between the public and private sectors, along with inclusive policies that address the digital divide, is essential for effective implementation. Future lines of research could explore the impact of Big Data on the efficiency of public services and the ethics of data management.
